关于生态环境执法中建设项目“总投资额”认定问题的指导意见(试行)

鉴于: (一)为建立健全生态环境执法中尚项目投资计划评估机制,促进生态环境执法建设科学适度,指导社会资源管理有序; (二)根据《中央预算内投资项目建设管理规定》(国发[2014]4号),《中央预算内投资项目总投资额审批规定》及其实施细则等相关规范性文件的要求,有必要就生态环境执法中建设项目的“总投资额”的认定问题,提出指导意见。 结合各地实际,经深入研究,特制定本意见,以便于各地保持一致的解释和做法。 一、投资计划的认定 1.投资计划的编满是建设项目投资计划评估的基础,应表现为“总投资额”认定过程中,建设项目负责人、投资情况鉴定机构负责人共同审核满足认定“总投资额”的要求,建立完善的投资计划档案资料,形成完整的投资预算文件及投资实施方案,收集、编写、书面体系化,实行严格管理。 2.投资计划应详细记录投资对象,包括但不限于设备材料。投资计划也应当详细说明投资金额,采购渠道、投资模式、落实方式等。 二、“总投资额”定额测算要求 1.“总投资额”应满足建设项目性质、规模、技术内容、社会效益要求。 2 “总投资额”应充分考虑当地主要物质生产要素的价格水平。 3.“总投资额”的定额测算应遵循可行性研究量与完善性、可操作性和灵活性相结合的原则,并结合地方实际情况采取多种定额测算方法,重视分解投资和整体性投资的协调性。 三、省级生态环境系统总投资额审批程序 1.由省级生态环境系统组织完成的项目,及根据集中招标采购模式从省级生态环境系统外向公开招标采购的项目,应按照《中央预算内投资项目总投资额审批规定》的有关要求,按照省级生态环境系统相关机构的组织安排办理总投资额审批程序,结合省级或资源范围内统一审批程序,审批结果后在中央预算内投资项目管理系统中请假。 2.省级生态环境系统以财政运行机构为主体,由省级生态环境系统专业机构共同协商,在经过有关部门审批后,最终确定项目总投资额。 四、项目实施中的总投资控制 1.在项目实施过程中,应当按照原项目总投资额定额测算计划贯彻执行,加强总投资额监管管理,严格把控投资结构,坚持“经费实际使用率一定、投资总量不超标”的原则。 2.经费使用过
